The Freedom to Speak Up Guardian Service

As a result of the Francis Review, the role of Freedom to Speak Up Guardian was introduced across all NHS organisations in 2015. This was then extended to Primary Care in September 2017.

It is a requirement that the Freedom to Speak Up Guardian is independent of the line management,therefore we have a specialist team in place who offer an independent service to lead and manage this on your behalf.

Howbeck specialises in providing Freedom to Speak Up Guardians for Primary Care and other healthcare organisations and currently provide this service to over 125 GP Practices within North Staffordshire GP Federation, South Cheshire and Vale Royal GP Alliance, East Staffordshire Primary Care Partnership and the Mercian GP Network.

Our service is designed to be delivered remotely and flexibly, using email, phone and video conferencing.

We believe that local understanding and promotion is fundamental to the success of a Freedom to Speak Up Guardian service, and we provide practical guidance on how this can be attained.

Key to this is the introduction of local FTSU Champions which we encourage and support, building a network of like-minded individuals across the different healthcare economies.

This will provide a platform to ensure that your staff know:

  • It is safe to speak up and have the confidence to do so
  • Their concerns will be investigated
  • What will happen if they raise a concern, and that they will be kept informed
  • Speaking up makes a difference
  • If they approach a Freedom to Speak Up Guardian, the service will be impartial, independent and confidential
  • This scheme will support you to demonstrate that:
  • There is a clear positive procedure in place within your organisation
  • Freedom To Speak Up is embedded within your organisations ethos
  • There is support and advice available which is easily accessible for all staff
  • Concerns are taken seriously, and clear records are kept within the bounds of confidentiality requirements
  • This service can be purchased on an annual basis and is costed on a tiered model based on:
  • Number of patients in a Primary Care setting
  • Number of employees in other NHS organisations

  • A dedicated Freedom to Speak Up Guardian.
  • Access to the FTSU Guardian by email/phone across hours to suit your working hours model.
  • Access to the Howbeck FTSU website membership section.
  • FTSU policy and procedure documentation to ensure CQC compliance.
  • Online videos explaining the FTSU service.
  • Practice posters.
  • An evidence template master for use with the CQC.
